If you have already downloaded the TDS 737-700 and 737-800, for FSX ONLY, please delete the following textures from the:

SimObjects\Airplanes\T_NG_B737-700ER_TDS\Texture folder and

SimObjects\Airplanes\T_NG_B737-800ER_TDS\Texture folder

they are the default versions and are blocking access to the enhanced VC textures. My fault I messed up packing the panel ;-)
